Food and Agriculture Minister, and Member of Parliament for the Kwadaso Constituency Dr. Owusu Afriyie Akoto has been caught napping in Parliament when the national budget for 2020 is been read.
Owusu Afriyie, 70, is one of the cabinet ministers who seem to have improvised a way to escape the scrutiny of nosy media cameras that have on several occasions caught aged government officials dozing at important events.
